Memphis Prisoner Rehabilitation, efforts or not?

OK, Memphis and Shelby County knowledgeables,
Answer this:
 Exactly what prisoner rehabilitation programs are currently in operation in Memphis and Shelby County by name,

WHO funds them,

WHAT are their statistics of recidivism?

Is there anyone looking to get a better program in the system with power to institute a new program that has much better stats?

There aren't any that I know of. I think it's one of the reasons we have so many repeat offenders. Not all, but some. I think the second chance program is designed for this, but I haven't heard anything positive about the program.

Oh I know it, but if his solutions were applied here, then our prisoner problems would be cut drastically. The jail situation would be gone as well.

I know that too, bubbah. That part of the country is arid, sparsely populated, getting overun by the military-dressed illegals now coming in with automatic weapons killing folks in suburbia.
But since the fairgrounds is no more, his type of prison could be put up there without much problem and house plenty of lovely non-law abiding citizens and non-citizens according to Joe's standards. They could physically clean up the litter and trash all over town as a start.
